January 2003 At its conference call meeting of January 23, 2003, a Panel of the Substantive Change Committee met to consider the proposal submitted by California State University Campuses (Fullerton, Long Beach, Los Angeles, Cal Poly Pomona) to offer a joint doctorate program in Educational Administration and Leadership (Ed.D.) with the University of California, Irvine. February 2003 At its meeting on February 20-21, 2003, the Substantive Change Panel of the Commission considered the proposal from the CSU campuses of Fullerton,Ca lPoly Pomona, Long Beach, and Los Angeles to offer a joint doctorate in Educational Administration and Leadership (EdD) with the University of California, Irvine.

The Commission acted to:
  1. Defer the approval of the joint Doctor of Education in Educational Administration and Leadership with the University of California, Irvine.
  2. Request five copies of a report by May 16, 2003 to provide the Commission with additional clarification on the issues of: fiscal resources, final decision-making and authority, faculty workload, assessment, and curricular format.
  3. Request that WASC Commission staff will meet with appropriate CSU and UC system-wide staff and/or joint doctoral committee representatives in developing criteria for evaluating future joint doctorate proposals.
  4. Notify Commission staff by April 15, 2003 of a contact person with whom WASC can communicate on the CSU-UCI multi-campus joint doctorate program.

June 2003 At its meeting of June 19-21, 2003, the Structural Change Panel of the Commission considered the report from the CSU campuses of Fullerton, Cal Poly Pomona, Long Beach, and Los Angeles requested by the Commission in its action letter dated March 5, 2003. In that letter, the Commission deferred action and requested further information regarding the proposal to offer a joint doctorate in Educational Administration and Leadership (EdD) with the University of California, Irvine.
